The EHDS Regulation aims to establish a common framework for the use and exchange of electronic health data across the EU.
The new regulation entered into force on 26 March 2025 and will be rolled out in stages, with key functionalities such as cross-border exchange of patient summaries and ePrescriptions expected to become operational across the EU by March 2029.
The European Health Data Space (EHDS) regulation is designed to make this a reality, marking a major step towards a more connected and patient-centred healthcare system across the EU.
At its core, the EHDS introduces a common framework for the use and exchange of electronic health data between EU Member States.
It strengthens individuals’ rights by giving them greater access to and control over their own health data, while also enabling secure data sharing across borders for healthcare delivery.
At the same time, the regulation creates opportunities to reuse health data for research, innovation, and policymaking, supporting the development of better treatments and more efficient healthcare systems.
How does this work in practice?
The EHDS clearly separates two types of data use. For primary use, health data is used to provide care, for example, allowing a doctor abroad to access your prescription or treatment history.
For secondary use, selected health data can be reused, under strict conditions, for research, public health monitoring, or policymaking.
This means that anonymised datasets can help identify disease patterns, improve healthcare planning, or support the development of new treatments, while remaining protected through secure access systems and strict rules on data use.
As the system develops, it will rely on accessible and high-quality data to deliver impact.
On the European Data Portal, we can already explore datasets linked to healthcare systems, public health, and medical services. Understanding and using these datasets will be essential in supporting the data-driven healthcare ecosystem that the EHDS aims to create.
The European Health Data Space (EHDS) is a cornerstone of the European Health Union and the first common EU data space dedicated to a specific sector as part of the European strategy for data.
The EHDS Regulation aims to establish a common framework for the use and exchange of electronic health data across the EU. It enhances individuals’ access to and control over their personal electronic health data, while also enabling certain data to be reused for public interest, policy support, and scientific research purposes. It fosters a health-specific data environment that supports a single market for digital health services and products.
Additionally, the regulation establishes a harmonised legal and technical framework for electronic health record (EHR) systems, fostering interoperability, innovation, and the smooth functioning of the internal market.
The EHDS will empower individuals to access, control and share their electronic health data across borders for healthcare delivery, known as the primary use of data. It will enable the secure and trustworthy reuse of health data for research, innovation, policy-making and regulatory activities, known as the secondary use of data. It will also foster a single market for electronic health record (EHR) systems, supporting both primary and secondary use.
