Health Union Fellowship – strengthening the community of EU health policy experts

The Health Union Fellowship (HUF) is a capacity building programme designed for health policy professionals from across Europe to learn about EU health policy, exchange experiences, strengthen cooperation and build a strong, lasting network.

Through application-driven training sessions, expert-led lectures and interactive exchanges, participants develop the skills, insights and knowledge needed to shape a healthier and more resilient Europe.

The programme aims to build expertise by giving participants a broad understanding of EU health legislation, while also developing deeper knowledge in key priority areas such as crisis preparedness, health promotion and disease prevention, pharmaceutical and medical device policy, and the European Health Data Space.

It also seeks to strengthen cooperation across Europe by creating a platform where EU policy experts can exchange ideas and discuss major health system challenges. By building on existing initiatives, the programme aims to encourage stronger collaboration in European health policymaking.

At the same time, the fellowship helps participants better understand and navigate the EU health policy landscape through practical, hands-on training. This includes interactive learning formats such as case studies, as well as the development of both technical and communication skills.

The fellowship:

  • is a flagship initiative of the European Commission, led by DG SANTE, as part of the European Health Union’s strategic vision
  • is designed to empower health experts and policymakers across Member States by equipping them with the skills, expertise and tools needed to navigate the complexities of EU health policy
  • provides practical tools, policy insights and a deep understanding of EU governance, preparing participants to strengthen and shape impactful health policies
  • brings together health professionals from across Europe, fostering meaningful exchanges, promoting shared learning and bridging differences between national health systems.

How it works

  • fellows are nominated by eligible countries – Countries associated to EU4Health Programme
  • during the one-year programme, fellows participate in diverse virtual and live trainings and work on practical case studies
  • fellows are supported by a dedicated mentor and have many opportunities to interact with key stakeholders and strengthen their health policy network

What’s next

  • The second cohort of the Health Union Fellowship started their journey in Brussels from 9 to 12 of December 2025 under the patronage of World Health Organisation Regional Director, Dr Hans Kluge
  • The official Opening Ceremony of this year’s programme counted with the participation of European Commissioner for Health and Animal Welfare, Olivér Várhelyi, Director-General for DG SANTE, Sandra Gallina, Dr Hans Kluge and the Fellowship’s Ambassador, Dr Josep Figueras
  • Throughout the year, the second cohort of fellows will participate in four in-person and five online modules covering key EU health policy priorities and policy files. This will include participation in the European Health Forum Gastein, happening 29 September to 2 October 2026.
  • The programme will end in December 2026, with an Annual Forum held in Brussels.
